Sažetak
This publication is the first attempt at assisting schools, policy-makers and researchers in promoting quality outcomes in education for democratic citizenship (EDC) at global, regional, national and local/institutional level. It was prepared as a response to the compliance gap between policies and practices of EDC that had been confirmed between 2000 and 2003 in a series of studies carried out in all European states under the auspices of the Council of Europe. It also reflects the current interest in the development and implementation of quality assurance systems that seek more efficient coordination between macro and micro level in education decision-making. It promotes the idea of an institution-centred education quality improvement based on the practice of school development planning and school self-evaluation. The topic is presented in seven chapters followed by five appendices. The first chapter describes the purpose of the tool while the following three aim to clarify the concepts of EDC, quality assurance and development planning. The last three chapters bring about the framework to evaluate EDC in school and go further to explain the process of school development planning of EDC, as well as the very development of a quality assurance system of EDC. A step-by step procedure, including appropriate data collection methods and research instruments for reviewing EDC are presented in the appendices. The tool is a part of the EDC Tool Box issued by the Council of Europe to facilitate the introduction of EDC in European schools in the framework of the European Year of Citizenship through Education 2005.
