Sažetak
The focus of this study is to contribute to understanding of the links between entrepreneurial activity and framework conditions conductive to entrepreneurship would enhance effectiveness of the policies making. This paper utilized the large data set comprising data about the entrepreneurship experts perception of the key policy areas in the countries participating the Global Entrepreneurship monitor project. Using Spearman correlation ; Kruskal Walis and Mann-Whitney tests, relation between entrepreneurial framework conditions and entrepreneurial activity using the Global Entrepreneurship Monitor data set was tested. Although the correlation is weak and fragile, the analysis improves our understanding of the relationship between entrepreneurial activity and what causes it. There are significant differences in perception of the R$D transfer ; professional infrastructure ; cultural and social norms ; opportunity perceptions ; and motivations for entrepreneurship among country groups ranked by entrepreneurial activity. Perception of the entrepreneurial framework conditions should be considered as a wake-up call for the various policy areas since majority of the conditions were perceived as neutral, or even absent.
