Sažetak
Decentralization is most commonly described as a process in which selected functions are assigned to sub-national units. Major goal of decentralization is to implement reforms that will improve current system in organizational, financial and qualitative aspects. Success of the process of decentralization depends on the feasibility of all proposed changes and their result as a whole. A degree of local citizen’ s benefits of decentralization process is the most important measure for evaluation of decentralization goals. Decentralization process is considered crucial to enable local government units to manage their development. The performance of central government to implement decentralization reforms and the performance of local government to mange development in the decentralized environment is highly dependent to the quality of governance at national and local level. Therefore the research on the decentralization reforms and their effects to the development process should be a constitutive part of the research on good governance in Croatia.
