Sažetak
The main objective of this paper is to give an overview on the most important issues regarding intergovernmental finance and fiscal equalization in Croatia. The paper will give a general background for analysis of those issues. In order to achieve this, the number and size of local and regional governments in Croatia, the present model of financing of the local and regional self-government units and an assessment of the strengths and weaknesses of local and regional governments’ system of finances will be presented. The legislative framework of the local and regional self-government finance system in Croatia will be explained and basic composition of local and regional government revenues will be presented. The major part of the paper will consist of a detailed explanation of equalisation measures in intergovernmental fiscal relations in Croatia. This part will include: kinds of grants and transfers, explanation of grant criteria and calculation methods and short description of advantages and disadvantages of transfers system in Croatia. The paper will conclude with a summary of the strengths and weaknesses of the overall intergovernmental finance system, a summary of the strengths and weaknesses of the current equalisation system and a discussion of planned or possible reform efforts.
