Sažetak
The paper presented an overview of the practice in Croatia related to the Croatian NIS and benchmarking NIS. Innovation policy emerged as a new way, new policy paradigm, of managing national resources towards the productive use of knowledge. IP is based on the presumption that production of innovations or Technological change is possible to manage and to accelerate technology development by adequate policy measureses and appropriates institutonal infrastructure. In practice IP is focused on NIS as set of institutions which deliberately promote creation and diffusion of knowledge This new concept of NIS is very important for benchmarking since it allows the evaluation of the - input and output side of NIS. Benchmarks provide standards against which performance can be measured or assessed. In R&D and innovation sector – it means to improve performance of NIS and innovation policies which have, presumably an impact on competitiveness and employment. It is based on Science and technology indicators with a long tradition broad range of R&D indicators for measuring and evaluating R&D systems mainly established by developed World. The benchmarking methods of NIS and IP started to be developed on regular basis and systematic way, rather recently after the Lisbon European Council in 2000. Strategic goals EU are transforming the Union by 2010 into “ the most competitive and dynamic knowledge-based economy in the world. In this process, indicators are paramount to monitor the progress made towards these Lisbon objectives and inform policy-makers whether they are on track and to what extent they are (not).
