Sažetak
This paper outlines the basic characteristics of the Energy Reform process in the European Union and in the Republic of Croatia, with a special emphasis on the process of liberalization and restructuring. The paper gives the goals of the introduction of the energy market, with special reference to the problems regarding the opening of the gas market as an important part of the energy sector. Proceeding from the legal basis - The Law on the Gas Market and other relevant laws, the three phase model of the gas market opening in the Republic of Croatia has been described. Special reference has been given to the legislative framework of the regulation of the energy activities, just as on the regulatory activities of the Croatian Energy Regulatory Council which always need to have a legal foundation, and in the case of certain procedures (such as issuing licences for carrying out energy activities) it must be coordinated with the regulations of the administrative procedure. The role, the specific tasks and the jurisdiction of the Croatian Energy Regulatory Council as a regulatory body in the energy sector of the country have been outlined. The procedure of issuing licences for carrying out an energy activity represents the basis of energy sector regulation. This paper demonstrates the phases of the procedure and the contents of the Register of Licences.
