Sažetak
The problem of delays in court proceedings counts presently among the most difficult problems of legal system in Croatia. Although Croatia has traditionally used a model of civil proceedings based on the Austrian ZPO of Franz Klein, in practice it has never achieved desired speed and efficiency. The situation has worsened during the transition period of the last decade of the 20th century - in less than ten years, the backlog of cases in all courts has more than doubled. Although the need for changes was high on the agenda all of the time, it seems that more far-reaching reforms are only about to begin. At the end of the 2002, amendments to the Code of Civil Proceedings were sent to Croatian Parliament (Sabor) for adoption. A number of changes is announced. Among other, inquisitorial powers of the court in evidence-taking are to be abandoned in favor of more adversarial-like proceedings. However, there is already a much of skepticism with respect to the real impact of the future reforms.
