Sažetak
Environmental Impact Assessment (EIA) has to be a tool of integrated environmental management, which in Croatia has a relatively long tradition (1981). Under the definition of "integrated", the system in country is ment that integrates environmental legislation, standards, economics, policy and responsibilities. EIA is provided in the phase of planning for industrial type projects (but not only industrial) for which is, in the compliance with Europian Directives, such obligation put into Croatian environmental legislation. It is found that after projects were realized, the achievements of EIA are not used as entry in the integrated system of environmental management which, according to its definition, possibilities and its purpose should be. That could have environmental and economic consequences both for the state and companies. Where the introduction of various types of environmental management systems (EMS), as ISO 14 001 compliant, Cleaner Production, etc are, takes place, it has often to start from the same beginning, independently of the fact whether EIA was previously provided for the project or not. The reasons for such situation are analysed, starting from environmetal legislation and finding other obstacles which make difficulties in using EIA in context of EMS introduction. The case studies are analysed to find the most influential causes of obstacles. Some cases are mentioned, according to their importance. In spite of all obstacles, present based system of EIA in Croatia gives opportunities for complet integration of EIA in integrated environmental management system in a relatively short time.
