Sažetak
The paper focuses on two rather important features regarding the Strategic Environmental Assessment(SEA). The first refers to the attempt to define its preventive role in relation to the impacts of development process to the coastal environment. The second points out some substantial problems regarding the framework for its implementation. Two main advantages of the SEA are emphasized. The first considers its compatibility with the Environmental Impact Assessment (EIA) method and its anticipative approach, while the second is related to its attributes of continuality and interdisciplinarity, as well as its pro-active and interactive approach. These, on the other hand, create some problems regarding implementation, such as institutional framework, especially legal system (particularly referring to the coastal zones), and the dominant social attitude toward the environmental issues. However, these problems are not exclusively linked to the SEA ; they are universal and as such, their solution is necessary precondition for the implementation of the SEA as well. The authors stress out the need to develop the SEA methodology further on. Some considerations are presented to this end, with particular emphasis on the coastl zone planning.
