Sažetak
On of the ways to resolve the current crisis of the welfare state is decentralisation. The successful decentralisation on social policy requires the creation of conditions for activing civil society<institutions. Although social policy and social assistance in Croatia should be decentralized, thid process is hampered by poverty within society in general and by significant differences among regions in termas of economic development. The decentralisation can be an important step toward the great reform on the Croatian welfare state, but only if it is understood as a part of a complex effort of setting into motion suppressed energies to resolve social and other problems.
