Sažetak
This paper is the integral part of an international project on the Transformation of the Visual Media in the Countries of Transition, launched by the Viadrina University in Frankfurt (Oder). It will examine various aspects of public television as a commonly declared goal in almost all transitional countries. The paper is focused on the legislative framework of the Croatian television, namely on the thorough analysis of various acts and laws on television since 1990 until today. The aim of the research is in proving whether given legislative decisions can serve as the basis to the development of public television or as an obstacle to it, which could lead to more sophisticated methods of the covert political control of the media. The conclusion will be supported by the comparison with similar statutory solutions in the countries of well-established public television with long tradition and with opinions of various media experts in Europe.
