Sažetak
Structural changes in the developed countries, and likewise of countries in transition cannot be achieved without appropriate preparations and training of personnel as the bearers of these changes. Under the conditions of the scientific and technological revolution and global communications there has also been an essential change in the role of personnel in the process of the totality of factors of production and other activities. Alterations of the methods and relations between people and communities are taking place, relationships towards work and the means of labor, products, quality, the market and people's needs. Transition and personnel development are two processes that run not only side by side and synchronously, but in our opinion they repeatedly shape, permeate, replenish and correspond to each other in a variety of ways. The paper discusses modes of transition, in particular the transition of opinions, emotions and actions. It also reflects on the strategies of personnel development in the process of globalization and within the context of restructuring the economy in Croatia
