Sažetak
This paper tries to explain the reasons for inefficiency in articulating a consistent and efficient tourism policy in the post-war Croatia. By establishing a thesis that the reasons for this state are to a great degree in connection with general and specific aspects of Croatian tourism economy transition the paper discusses tourism from the standpoint of: rent industry, local development generator, privatisation process and institutional (state) political and economic framework. The method leads to defining the position of tourism as sector in global surroundings and consequently, based on analyses, gives recommendations and steps for developing transparent tourism policy for the immediate future.
