Sažetak
The transition from a planned to a market economy in the former socialist countries of Central and Eastern Europe is certainly one of the greatest challenges of the end of the twentieth and beginning of the twenty-first century. After identifying the problems and different approaches taken by the countries in transition when transforming their communist systems, the author briefly explains the legal reforms and changes brought about in some of the basic legal institutions. Special emphasis is placed on the need to reform the judiciary, problems arising as a result of the reception of foreign legal solutions, the importance of improving the quality of and modernizing legal education and, in particular, the necessity to secure a considerably more effective implementation of the new laws. Developing a general legal culture requires that transparency of the new legal solutions be achieved by timely educating the general public. In conclusion, the author acknowledges that the countries in transition have recently made considerable progress in developing their legal infrastructure, however, much remains to be done in certain areas (e.g., organization of the court and state administration, effective implementation of the new legislation, improved legal education) if they wish to achieve the standards of the Member States of the European Union.
