Sažetak
The project dealing with evaluation of syllabi for elementary schools and development of foundations for a new national curriculum framework for the compulsory education in Croatia will be presented. The purpose of the project is to develop an analytical base for the reform of the national curriculum with the aim of improving the quality of school education in Croatia. The project resulted from the development of the Strategy of the Croatian Government for the educational reform, and it is envisaged as elaboration and operationalization of its statements in the curriculum area. Therefore the project is based on the hypothesis that the analysis of the current syllabi and their implementation in schools as well as their comparison with syllabi and national framework curricula of the European countries will provide: 1. Valid and reliable criteria for the syllabi evaluation in Croatia ; 2. Valid and reliable indicators for design of the new national framework curriculum for compulsory education and core subjects syllabi. The project is expected to provide empirical evidence on the current state of the national curriculum in Croatian schools (positive and negative experience, attitudes of teachers, principals and students toward existing curriculum and the next coming curricula changes, etc.). At the moment we have been finishing a survey in schools (on a 15% sample of schools) in order to collect opinions and suggestions of teachers, principals and students as well as to sensitize them for the forthcoming curriculum reform. The comparison of syllabi with experience of other European countries is also in the process and we see it as a way which will facilitate the process of harmonization of the educational changes in Croatia with the prevailing trends in Europe. Since the project is intimately connected to the strategic documents that should be passed by the Parliament, its efficiency, as well as the whole strategy of the reform, is influenced and aggravated by the conflicting political interests, additionally apostrophized by the pre-election competition. Since a national consensus on the main strategic documents for education reform has not been reached yet, even the institutional structure (national curriculum council, subject commissions, etc.) for successful planning and implementation of the curriculum reform has not been established either. It appeared that in such context the best strategy to continue the reform process is to put accent on the analytical preparation of the reform and to sensitize schools and public opinion for its philosophy.
