Sažetak
A hospital is as organization relatively closed and system that is rather resistant to changes coming from outside. If we are looking at backwards, few decades ago or even more, we can see that there has not been significant changes in the way of managing hospitals in spite of the great technological improvement in medicine. From the other side, hospital is a very complex, complicated and non-transparent system that can not be easily assessed regarding to quality parameters, efficiency and productivity etc. Public hospitals in Croatia inherited a lot of negativenesses from previous political systems and in spite of needs for change in hospital managing, real changes are very slow and inefficient. In this master thesis I've tried to detect and describe the most important problems in managing a public hospital in Croatia from the point of view someone who is inside the system. The most prominent problems are: • lacking of efficient and functional organizational scheme that is very important for hospital administration and hospital management, • lacking of adequate systematization of employees with clear description of tasks and duties with clear description for all employees • problems in logistic department that will result in non-rational behaviour • non-adequate system in controlling efficiency and productivity of medical teams • lacking of quality control and risk management service etc. After diagnosing and detection problems and deficiencies in managing hospital, I've tried to offer how to solve the problems and improve managing in the hospital with special accent on change management. Later on I described achieved results. Thanks to undertaken measures we succeeded to carry down the improvement in our income for 35% comparing results from last year. In discussion I've stressed the importance of change management and detailed planning of activities, working in teams and also possible obstacles that appear during a process of making changes in hospital.
