Sažetak
An analysis of recent theoretical and practical insights into adequate concepts of contemporary universities leads to concluding that university as a learning organization is an ideal model towards which our universities should incline so as to better adapt to impending changes. A survey of characteristics of university as a learning organization is preceded by a detailed theoretical survey of university organization, governance and leadership phenomena in higher education, as well as an explanation of the notion of university organizational culture. The paper acknowledges the importance of organizational culture when adapting to current changes, primarily due to its ability of modification by individual and group endeavors within university. In an empirical survey, which included 476 university professors from all Croatian universities, existing organizational culture of our universities as a result of organization, governance and leadership practice was analyzed. Based on the assessment results of existing organizational culture of Croatian universities, it was determined in what measure existing organizational culture reflects the characteristics of university as a learning organization, and what changes must be made for our universities to advance towards key streams of current academic policy. The survey can figure as an example how each university, regardless of its national or institutional context, can measure and analyse its own organisational culture and modify it towards desired model.
