Sažetak
This paper shows that, although not-for-profit services find demand shifting strategies effective, these strategies usually offer no improvements in profits. These strategies are ineffective for private service providers who seek to improve profits. It is better for those private services to use price to eliminate excess demand during peak periods, than to attempt to shift some of that demand to the off-peak period.
