Sažetak
The generating of knowledge should be analyzed on the levels of the organization, the region, the nation and on the international level. The communication channels have to be established between these levels, in other words the flow of data, information and knowledge. In Croatia and in many other transitional countries the communication networking has not been developed to that degree yet. Within this context the business organizations are in the most difficult position since they are not able to meet the demands of the economy of knowledge. Because of this there is no possibility of effectively creating any additional values and as a result the Croatian companies are not competitive enough (insufficiently competitive). The competitiveness in the economy of knowledge is primarily based on knowledge and innovation. Along with those non-material factors one should also mention quality and design. At the same time the management of non - material and material resources requires the maximum rationalization of time. In this manner it is possible to realize the strategy of promoting new products that are one of the conditions for the sustaining and possible increase of the market share under the conditions of hyper competition. It is necessary to emphasize that the generating of knowledge is the result of creative human potential and it is favorable to secure a certain amount of technical support. In that respect the importance of information technology is emphasized which enables the networking of human potential with the aim of exchanging information. It is obvious that the generating of knowledge implicates the management of knowledge as the decisive management discipline. A complementary discipline of managing knowledge is the managing of the innovative process. Innovative potential should be focused on creating applicable knowledge, which is the basis for radical innovation. The practice of introducing some innovation is very developed in Japan. This is not possible to achieve without the adequate corporation culture. The efforts of the management on the level of the organization, that is the micro level, is not maximally efficient in regard to the generating of knowledge if the networking of the companies has not been established on the regional level. One must emphasize that regional networking includes companies, the regional state administration and scientific institutions that in the end have a synergistic effect as a result of the process. Some examples of this are Toscana in Italy, Ontario in Canada and the most renowned region is the Silicone Valley and Hollywood in the USA, which we will present briefly. This kind of networking is what Croatia lacks and this to a certain degree weakens the competitive potential of our companies. At the same time a national strategy of encouraging research and development should be established, in other words of innovative politics that are in accordance with the economy of knowledge. We will demonstrate the main segments of these strategies that is the politics in the US, Japan and the European Union that assert knowledge and competitiveness. The assertion of the economy of knowledge or the generating of knowledge results also in the articulation of the IT society that is sometimes referred to as the society of knowledge. The society of knowledge or the economy of knowledge is one of the important goals for the further development of the European Union so the aim itself has an international trait and is implemented in numerous programs.
