Sažetak
One of the most important questions in European law on the four freedoms is the precise scope of Article 28 EC, and the ECJ has been trying to find a clear and coherent answer to this for decades. It wanted to strike a balance between the interests of the internal market on the one hand, and national regulatory autonomy on the other. The paper analyses what the approach should be like. In searching for an adequate solution, it looks at the way the issue is handled in other comparable systems, primarily in the WTO.
