Sažetak
Draft Constitution of the EU brings significant changes in the system of human rights protection in the EU. On the one hand, it incorporates the Charter of Fundamental Rights, and on the other hand it prescribes the Union will accede to the European Convention of Human Rights. There are many theoretical and practical questions which derive from such a two-track system, and the most interesting ones are firstly, whether there is a need for this change in human rights protection and secondly, can the two envisaged methods of human rights protection coexist. The paper consists of three parts. The first one analyses the implications of the EU accession to the European Convention, while the second addresses the incorporation of the Charter in the Constitution. The final part deals with implications that such a system has for Croatia.
