Sažetak
The traffic sector, as one of the primary contemporary elements both from the social and from the economic aspect, represents a system without which neither individuals nor society in general can function properly. However, apart from the positive dimension, traffic also has its negative side. The expansion of traffic, especially road traffic, has produced a number of negative factors which constantly endanger the quality of living and the country economy. The external costs, i.e. the costs that the user of the traffic services does not pay directly, are high and in the EU they are estimated at 8% of GDP. The most significant categories of external costs refer to traffic accidents, environmental pollution and congestion. The paper will analyze a group of gases generated by traffic, that have harmful impact on the environment and the change in climate, and consequently on the human health as well. Special focus will be set on the need for strategic planning of the traffic system and the significance of introducing the traffic policy that will provide the guidelines towards reducing the negative effects of traffic, the measures to improve the system, as well as the measures of prevention.
