Sažetak
Under the program INCO-DEV A4 (International Cooperation) there is a possibility of financing the projects of development of products and services in the sector of farming and food production with special organizing structure for small and medium-sized businesses. Since the Eastern Croatia includes spatially high-quality land, highly educated human resources, unused currently existing capacities, there is a possibility of integration into the INCO DEV A4 program. Prerequisite for that is building of the completely digitalized GIS (Geo-Informational System) of the Region as a part of the digitalized GIS of the Republic of Croatia. The existing organizational structure of production in the Region needs to go trough the transformation. Aside the existing large corporations, whose major owner is the state, new associated production ensembles, made of small and medium-sized businesses by the "outsourcing" system, should arise. A project opens for the new organizational structure of a large corporation like "Poljoprivredni kombinat Kutjevo d.d. Kutjevo", whose major owner is the state. In this new organizational structure more and more activities of the central management will be transferred to the other production ensembles - small and medium -sized businesses in the chain. all through the family businesses. In that way, the corporation is being liberated from the "peripheral" worries about the separate production parts. The surplus of value of the large businesses is transferred to the lower levels, into small and medium -sized businesses. They only have to take care of the know-how - market and development. The offered project can be integrated into the INCO DEV A4 program and co-financed from the EU budget. Providing that the Project is accepted, problems of the transformation of the existing corporations, whose major owner is the state, to the organizational structure model of the corporations in EU countries would be quickly started to solve.
