Sažetak
Administrative institutions develop and adapt to concrete systems quite quickly nowadays. In case of administrative institutions in the area of the islands of the Šibensko-Kninska County, they have an organizational structure (pyramid) which now has the peak (bodies of city and municipal governments, community boards), but they do not have a consistent basis (economic management, management of natural systems, planning institutions, accompanying control, informatics and statistical institutions, various agencies, etc.). It is exactly in building up of this basis that we see important preconditions of the future efficient development of the area of the islands of the Šibensko-Kninska County. An additional problem is that even in case when there are concrete institutions there is no management spirit, there is no control and active relation toward the result. Therefore, management philosophy should be worked on &#8211 ; the awareness that an administrative institution is not completed by an act of inclusion into the management organization of local self-government bodies, but that many other institutions, each with its own role, are a part of the administrative matrix of the local area.
