Sažetak
The town of Kutina is facing numerous environmental problems, among which the most pressing are the following: a phosphor-gypsous disposal facility, the legal dumpsite of municipal waste currently in use, and polluted land surrounding and within the battery limits of the INA-Petrokemija plant. This paper deals with remediation and use of the Kutina municipal waste disposal site only. The dumpsite is located in a flood plain within the area of "The Nature Reserve of the Lonjsko polje Valley". The facilities at the disposal site and the method of landfilling do not comply either with law or with code of practice. Actually, the landfill accepts municipal waste, which is not pre-treated and sorted out, together with all kinds of industrial waste. Consequently, the process of dumpsite remediation, including provision of additional necessary facilities, should be started as soon as possible or a new location for the landfill should be found. As the town authorities could not find a more appropriate site for a landfill in the Kutina area, a preliminary design of the in-situ remediation plan was made. This design, however, does not include, among other things, the construction of a bottom lining system, although the landfill will extend, once it has been remediated, as far as the very northern embankment of the Lonjsko polje Valley inundation. This paper gives an appraisal of the above preliminary design, and suggests improvements to the design as well. In this connection, special attention is drawn to the need to construct the bottom lining system in accordance with both the law and code of practice, and to protect the Nature Reserve.
