Sažetak
The current European Union's system is characterized by constant budget growth (1, 27% of the communitarian GDP), structural activities and unbalanced contributions from the member countries. Agricultural expenditures make up circa a half of the Union's budget expenditures, which represents the major obstacle to realization of the other EU common policies. For that reason, Agenda 2000 or Santer's package imposes reforms of all communitarian policies. This would enable the European Union to realize its future enlargement entirely. The Agenda has established some financial frameworks of the European Union for the period 2000-2006, i.e. funds from the member countries into the communitarian budget and the distribution of expenditures for the communitarian needs. The main reform emphasis is placed on the common agricultural policy (CAP) and structural policies. The paper analyzes the common agricultural policy reform as the necessity that has been imposed to the European Union, since only structural reforms in the agriculture can enable the EU enlargement and the realization of social Europe as the major goal of the Union.
