Sažetak
The paper introduces the meaning of social economy and social enterpreneurship and its emergence in the countries of transition. It further gives an overview of socio-economic environment in Croatia (and presents some basic statistical data) and explains the potentials of the third sector for its enhancement. Although there is no common concept of social economy and no legislative environment for its enhancement there are some clear examples of the social economy in Croatia. Local partnerships and different forms of enterpreneurships cannot be replacements for the mainstream policies. Therefore there is a need for the reform of the welfare system and policies of social inclusion in order to enhance the broad social and inclusion picture of Croatia.
