Sažetak
Morality policies as public policies through which the state regulates diverse issues—such as the death penalty, abortion, prostitution, same-sex marriages and adoption rights, use of drugs and alcohol, or gambling—on which religions and other moral systems have strong positions, coding them with respect to difference good and evil, are an important subject of research in political science, especially in the context of the process of individualization in late modernity and strong ideological divisions and culture wars between conservatives and liberals in society, which are sometimes framed as moral politics. Morality policies are also an interesting subject of research for public policy theories, considering recent developments in the conceptualization and understanding of the goals of public policies as desired future states that are to be achieved by public policies and their tools as means by which the goals are planned to be realized. This paper continues the research on the goals of Croatian public policies, which, based on a qualitative analysis of various Croatian state strategies, develops substantive and technical typologies of policy goals (Petek et al., 2021 ; 2022), but with a double shift. First, since the analyzed documents almost completely lack goals (and tools) that fall under the category of morality policies, after offering data about them, I offer an alternative exploratory analysis proceeding from classification of morality policies to their regulation in Croatia through laws and other available documents, including the media contents where the politics aspects of polarization is present. I present the data on their goals, tools, framing and the direction of the process of their regulation while I also offer an attempt of tools analysis regarding their level, from fundamental choices to finer calibrations. In the conclusion, I reflect about the policy goals and tools of morality policies, based on Croatian case, and consider possible implications for public policy theory and policy design.
