Sažetak
In the Republic of Croatia in year 2013, 37 fatal accidents were recorded at railway crossings, and in year 2018 the same number of fatal accidents was recorded, which leads to the conclusion that the number of fatal accidents did not decrease within the observed time interval. The main cause of these fatal accidents at railway crossings is actually the human factor, that is the behavior of road vehicle drivers, cyclists and pedestrians, and it is necessary to implement measures that would eliminate the possibility of human bad decisions. By applying the risk assessment model based on qualitative methods, critical railway crossings are identified by assigning a risk indeks. The qualitative method is based on the comparison of certain parameters that is separation of acceptable and unacceptable risks. The final result of the risk assessment based on qualitative method shows the risk limit values that we are ready to accept as such. The main goal of risk assessment based on qualitative method at railway crossings is to provide a solid basis for future investments aimed at the safety of all road users, by identifying critical railway crossings and implementing certain technical and technological measures.
