Sažetak
Many island municipalities depend upon the tourist industry, but the tourist industry can be a double-edged sword. On the one hand it may give an income to people in regions, using the natural resources they have. On the other hand, the low- skill services that is connected to tourism, has low wages and productivity and the possibilities of productivity increases are low. Further, the tourist season in Croatia is fairly short (4–5 month at best). The aim of this paper is to analyse the possibilities for economic development in the Croatian islands, using, as a starting point, a conceptual model inspired by Harris & Todaro’s theoretical outline (Harris & Todaro, 1970 ; Todaro, 1969). We will analyse 18 municipalities located on islands. The conceptual model classifies municipalities by three criteria: unemployment rate, employment growth, and wage. We find 18 island municipalities that have low unemployment, high employment growth, but still low wages, which is some of a contradiction in neo-classical economic theory. However, it can be explained by the existence of amenities and that the tourist industry is low-skilled and thereby have a low wage level. We continued the paper by analysing the propensity to move from these municipalities by using population data and descriptively analyse the specificity of each location. Regardless of the high quality of life on islands, employment possibilities are very limited, particularly for persons with tertiary educational attainment. Therefore, in the past people born on islands were almost forced to search education and employment on the mainland. However, telework and digital nomads has dramatically changed the situation. and working on islands are getting more and more on attractive and feasible.
