Sažetak
This presentation intends to describe the processes that take place during the monitoring and management of traffic on highways. Traffic control and management are two related activities that are carried out to ensure the safety and efficiency in the highway. The goal of the system is to monitor the movement of personal vehicles, operational service vehicles during an incident event on the incident zone. Traffic control refers to the monitoring and supervision of traffic with the aim of detecting irregularities and taking measures to protect users and operational services. Traffic surveillance is usually carried out using various means, such as CCTV cameras, sensors, radars, and mobile patrols of traffic experts. Traffic management refers to various activities that are carried out to facilitate the movement of users' vehicles and the operation of operational services in a safe manner. Subject includes planning and designing of road infrastructure, maintenance and improvement of traffic areas, and traffic management on the entire highway network or on the approach to it. The before mentioned process includes the installation of variable light signaling for speed limit, signs of explicit orders and information important for all road users. The goal of traffic management is to reduce congestions, increase traffic flow, improve traffic safety and efficiency, and reduce the negative impacts of traffic on the environment. Traffic management and traffic control are interrelated, and both are essential for maintaining traffic safety and efficiency. Traffic management is often used to facilitate traffic monitoring, and traffic monitoring is an important tool for identifying areas that require improvements in traffic management. The goal of the presentation is to analyze the behavior of the operator and the traffic control and management system in the event of an incident. The incident in question will be observed from the perspective of the current model used by Hrvatske Autoceste d.o.o. and an upgraded model will be proposed by the authors.
