Sažetak
The paper presents and analyzes the regulation of citizens' rights in the Republic of Croatia in the early 1990s. It begins with an introductory presentation of the basic determinants of the regulation of citizens' rights in Croatia in the socialist period. In addition, the concept of citizens' rights according to the Constitution of the Republic of Croatia of 1990 is presented. The following is a section on the regulation of citizens' rights in the period from the adoption of the Constitution of 1990 until the declaration of independence on October 8, 1991. Furthermore, the development of the regulation of citizens' rights from October 8, 1991 until the mid-1990s is presented. The paper states that during the early 1990s, the rights of citizens were regulated by new regulations, but also to a certain extent by old regulations from the socialist period. Based on this, the author points out that transition to the western liberal model of regulating citizens' rights, promoted by the 1990 Constitution, happened only partially. In fact, in practice competition between old and new norms, ideas and concepts was present.
