Sažetak
The Union Civil Protection Mechanism (UCPM), strengthens cooperation between the Union and the Member States and facilitates coordination in civil protection to improve the Union's response (RescEU) to natural and human-induced disasters. RescEU aims to aid in overwhelming situations where overall existing capacities at the national level and those committed by Member States to the European Civil Protection Pool are not able to ensure an effective response. The evolution of chemical, biological, radiological, and nuclear (CBRN) disasters and the potential threat has led Member and Participating States to agree on initiating a CBRN stream of work under RescEU to increase the level of EU preparedness for CBRN disasters. This call aims to award grants to Member and/or Participating States for the development and maintenance of CBRN decontamination capacities to be made available under RescEU. In July 2021, the UCPM announced a tender for allocating grants to Member and Participating States for the development and maintenance of CBRN decontamination capacities to be made available under RescEU. The Civil Protection Directorate, Ministry of Interior, Republic of Croatia has three remotely controlled multifunctional vehicles (UGV – unmanned ground vehicle) for operations in extreme disaster conditions. Learned from the experience of the Homeland War, as well as the experience based on the three mentioned UGV, the Directorate applied for the tender with an original, elaborated concept of chemical, biological and radiological decontamination of critical infrastructure, facilities, vehicles, material resources, and critical evidence, by using unmanned, remotely controlled, multifunctional vehicles for decontamination. The tender committee and UCPM's management gave a high rating to the concept called ROSDEC and entrusted the Civil Protection Directorate, Ministry of Interior, the Republic of Croatia with its development and management for the needs of RescEU. It will be the first such unit with unmanned systems in CBRN defence not only within the UPCM and the EU but also at the international level of military and civilian CBRN defence. The ROSDEC concept with its total of 9 UGVs and associated technical and logistical support will be able to operate in extreme conditions of CBRN accidents dangerous to the life and health of first responders such as open fire, high temperatures, explosions, fragmentation, and collapse, high doses of radiation and concentrations of toxic industrial substances, low oxygen levels, etc. In this way, members of the first response will be able to carry out a series of tactical operational actions in extreme situations that would not be possible with manned systems, such as survey, reconnaissance, detection, monitoring, CBR decontamination, etc., promptly reducing the scope and intensity of the primary and, consequently, secondary event, thereby reducing victims, material damage and environmental pollution.
