Sažetak
The operating condition of the permanent way and track maintenance activities have great influence on the regularity of railway traffic and on the realisation of the planned transport effect. Knowing the technical operating condition of the capacities and purposeful planning of activities aimed at maintaining balanced transport capabilities of the whole railway network and the required safety level have great importance for normal functioning of the railway traffic and its competitiveness in relation to other traffic systems. The paper elaborates the concept of an integral system of permanent way operating condition diagnostics, complete connected databases on technical characteristics of railway lines, through diagnostic measuring results and performed works on the permanent way over the past period since the previous overhaul. The described diagnostic system is upgraded by adequate automated decision support expert system regarding the scale of future works in maintaining the railway lines based on the variant financial possibilities. The necessary working capacities for the next period are planned at the next level of the expert system, in accordance with the planned level of financing and the possibilities of insuring time intervals for rail works. The concept is suited to the needs of a small railway network such as the one in Croatia, but it also meets the requirements in compliance with the European Union standards. The whole system can be used as the basis for planning technical parameters to produce a classical train timetable for the next period, but also for defining and planning of using infrastructure capacities within the international railway corridors where transport is planned from a single railway infrastructure management centre.
