Sažetak
E-Government services present a well-established access channel to public administration and governmental bodies throughout the developed and developing economies. The intensive implementation of ICT has successfully achieved main goals of establishing efficient interaction between government and its citizens and businesses. Efficient governments aim to empower citizens through active participation in the public and civil sector and provide businesses with efficient and supportive entrepreneurial environment. E- government strives to improve efficiency of bureaucratic procedures, improve transparency, and elevate trustworthiness in government institutions and its procedures. In this paper, we present and analyse blockchain technology that has been recognized to further enhance the qualities of e-government. Aims of e- government and properties of blockchain technologies are closely related and may result in overall improvements. Here we determine what type of applications can be beneficial in improving the primary purpose of e-government implementations allowing for a new shift in the paradigm of digital government. Research has shown that there are two main categories of current e-government service implementations of new technologies: the first one is focused on providing transactional capacity to its users, and the second one is focused on the transformative capacity of e- government itself. The first category of implementations has the primary goal of achieving higher levels of efficiency and security with the goal of improving trustworthiness and transparency. The second category tries to redefine current goals of a particular public service while achieving additional goals that may directly or indirectly accomplish additional governance goals such as improving competitiveness of businesses and quality of life for citizens. In this paper, we analyse the properties of both categories with respect to implementing blockchain technologies. We also propose services and areas that still hold great potential for the transformative stage of implementing digital government. The goal of the paper is to create a structured categorisation and overview of blockchain in e- government applications and propose possible directions for future applications. Main conclusions of the research suggest that current implementations of blockchain technologies in e- government try to implement known solutions while maintaining given procedures and frameworks, seemingly failing to utilize the full potential for innovations and changes in current bureaucratic/business processes. To achieve the transformative goal of e-government, blockchain technology can be used as a foundation for novel digital services that do present competitive advantage for businesses in global markets and better quality of life for citizens.
