Sažetak
The paper presents the results of a qualitative research conducted in 2019 with nine education policy actors at the national, regional and local level, both formal and informal. The goal of the research was to gain deeper insight into the education policy-making process in Croatia. A semi-structured interview method was used by which it was examined how the key actors understand their role in the policy-making process, how and to what extent they cooperate with each other and what challenges they face in the policy implementation. The results show that the traditional top-down approach still prevails in Croatian education policy, resulting in high degree of centralization which, vice versa, results in lower level of cooperation between actors. Major challenges in successful policy implementation include political instability and frequent change of ministers, lack of finances to make positive change and poor evaluation culture. It is concluded that it is necessary to depoliticize education, strengthen the cooperation of key actors and develop adequate mechanisms for monitoring and evaluation of education policy-making process.
