Sažetak
This book provides the first extensive examination and analysis of the use of the urbanscape during the disaster process, by connecting its elements throughout disaster phases: the pre-disaster phase, consisting of reduction in form of prevention and mitigation ; the disaster event phase, consisting of the disaster impact followed by the disaster effects ; and the post-disaster phase, consisting of the post-disaster recovery. The scope of this research is primarily concerned with understanding how the urbanscape is used during the disaster process, while addressing the main questions: How is the urbanscape network important in every phase of the disaster process? How each of the urbanscape elements embodies a different role during the disaster process? We seek to answer these questions with the aim to reveal the importance of the urbanscape, during the disaster process, based on its use and the interconnected- ness of its elements between the disaster phases and to determine the urban rehabil- itation models of post-disaster cities. The urbanscape in this paper is defined by the open public spaces within the city that include the natural and the built environment of the city. By identifying and understanding the quality of the open public spaces that form the urbanscape in the pre-disaster phase or the every-day life, open public spaces can reduce the impact of the disaster during the disaster event phase and influence the post-disaster rehabil- itation during the post-disaster phase. This can be achieved by increasing disaster awareness and through the urbanscape perception and the use of its open public spaces in everyday activities. The ultimate aim is to ensure that disaster awareness and perception are being developed and implemented as of today and not from tomorrow. The research includes the analysis of 18 disaster case studies in the world, of which 12 case studies are within the natural and 6 case studies within the man-made disaster category. The criteria for choosing these examples are based on the division into natural and man-made disaster subcategory and the period of their occurrence, from 1991 to 2021. The main purpose of this comparative analysis is to reveal the v use of the urbanscape during the disaster process, through the role of its open public spaces during each disaster phase, in both natural and man-made disaster categories. vi Preface The comparative analysis of the use of the urbanscape during the disaster process within the selected disaster case studies will result in recognizing the possible post- disaster urban rehabilitation models. The post-disaster urban rehabilitation models are based on the criteria of the urban rehabilitation program, plans and strategies, used in the post-disaster recovery process, of both natural and man-made disasters.
