Sažetak
In modern historiography there is a keen interest in the historical processes on the Eastern shores of the Adriatic that eventually led to the formation of the province of Illyricum. Sources such as Appian, Cassius Dio, Caesar, Cicero etc. provide us valuable information on the political, military and social aspect of Illyricum until the integration of its communities in the Roman system. However, there is still no rational explanation whether we should observe the role of Illyricum in Roman politics or the development of Roman policy in Illyricum. This was partially caused by the fact that to date modern historiography did not observe the transformation and the complete integration of the Eastern Adriatic into the Roman system as a separate, characteristic process with a clear beginning and end. Ones of the most problematic questions still remain: what was the role of Caesar’s lex Vatinia and when can we date the founding of the province of Illyricum? What was the initial administrative organization of the province and when did it occur? What the impact of successful ending of military conflicts and the post-war arrangements had in creating or expanding the existing set of provincial laws (leges provinciae) that conditioned the administrative organization of territory, the rights of provincial communities, the approach of Roman governors to ruling Illyricum, and the final pacification of the province? Therefore, this paper intends to analyse these problems and give new insights into the complex process of transformation and integration of Illyricum into the Roman system.
