In the research context, to ‘blow the whistle’ is the last resort of long-standing unease, initial denial, and deep internal searching and questioning for the right approach after a strongly perceived discrepancy of ethical standards. In one of the few systematic studies of experiences of whistleblowers, researchers from the Research Triangle Institute contacted whistleblowers of closed cases that had been brought to the attention of the US-based office of research integrity, and asked about their experience of the consequences of their actions by questionnaire. A different type of whistleblowing - and one that can be arguably most damaging and disheartening, despite the relative seniority of those involved - is when a researcher is involved in the actual research as one of the principal investigators and the university is unsupportive in the case of unreasonable outside pressures. The US Whistleblower Protection Act of 1989 applies to federal employees who make a disclosure on illegal or improper government activities.
