Sažetak
This report on strengthening poverty monitory capacity has eight areas of emphasis: (1) improving the sample frame of the HBS, (2) improving the overall design of the HBS, (3) improving the specific survey instruments, (4) processing and coding of data from the surveys, (5) data storage and data use, (6) facilitating user groups and feedback, (7) defining poverty lines and conducting poverty analysis, and (8) enabling public access to data and assessing the fiscal environment and institutional responsibilities related to poverty analysis. The First Interim Report identified key issues with respect to each area of emphasis, assessed the current situation, and outlined a broad array of options for addressing each area. The Second Interim Report was build upon the First Interim Report by reviewing the key topics and current situation and then focusing on specific recommendations for moving forward. This Final Report elaborates in details recommended changes in the survey, as well as it defines and analyses the poverty threshold. Methodological manual for determination of poverty indicators was also created
