Sažetak
As an alternative to conventional, representative democracy, immediate or direct democracy is often mentioned. Both models have their own advantages and disadvantages. One of the key disadvantages of immediate democracy is its difficult applicability due to a large number of participants it needs to engage. The representative system, on the other hand, is far removed from citizen and is less reflective of their wishes and needs. Over the past fifty years, around the world, within the framework of the reform process, intensive efforts have been invested in promoting various forms of citizen participation. Modern information and communication technologies greatly facilitate citizens' access to information and active participation in the design and implementation of public policies. However, one possible form of more active citizen participation in defining and implementing public and thus local policies - local self-government - has remained somewhat aside and quite unused. This form of citizen participation is a compilation of indirect and direct democracy, opens up the opportunity for more intensive citizen participation in making decisions on matters that are related to their daily problems. This paper presents a comparison of local self-government planning in Ukraine and the Republic of Croatia. We point out the deficiencies and possible improvements.
