Sažetak
The overall objective of this presentation is to provide an overview of Harm Reduction Quality Standards application in the EU and implementation needs and challenges. QS were a central priority in the EU Drug Strategy 2013-2020 to improve the quality of drug services and to bridge the gap between science and practice. The EU Strategy 2021-2025 puts further emphasis on Quality Standards (QS) and evidence- based interventions. Yet, the extent and ways in which QS are implemented in daily practices of drug demand reduction in the EU varies substantially. Some countries have successfully implemented QS and there is a clear need to understand what transferable lessons can be learned from available 'good practices' which can guide implementation of QS in different contexts across the EU. In line with that, DG Justice Program of the European Commission– Drug Policy Initiatives funded the project Further ENhancing the Implementation of Quality Standards in drug demand reduction across Europe (FENIQS-EU). The general objective of this project is to enhance implementation of QS in drug demand reduction throughout the EU, with more services, organizations and countries applying QS in daily practice. To accomplish this objective, the first step is the assessment of QS application and inventory of implementation needs and challenges. Online surveys (with 1-3 key representatives per included country and semi-structured online interviews with 1-2 key representatives from countries that report QS implementation (est. n= 20-30) will be administered among the key informants – experts in the drug demand reduction (DDR). In this presentation, findings from the online survey and interviews with key informants from harm reduction field will be presented. Discussion will be focused on the implementation of QS, accompanying needs and challenges in harm reduction area. Application of QS in harm reduction area is getting more attention recently, with the need for their wider implementation in more European countries.
