Sažetak
The Green Plan has proclaimed a climate-neutral European Union by 2050 as a goal, and the path to this goal has a number of components. Methane (CH4), which makes up the dominant part (over 85%) in the natural gas mixture, is an important energy source today. At the same time, methane is also a significant greenhouse gas, just behind carbon dioxide when considering the negative impact on climate change. Although its retention time in the atmosphere is shorter than that of carbon dioxide, its global warming potential is as much as 86 times higher than that of CO2 over a period of 20 years. As much as 60% of methane sources are of anthropogenic origin, where half of the share refers to methane emissions from agriculture, while waste and energy processes countribute by quareter each. Despite the relatively smaller share of energy processes in methane emissions into the environment, it is considered that these methane emissions are the easiest to reduce, so most regulatory and technical measures are aimed at that area. Therefore, at the end of 2021, at the instigation of the EU and the USA, and within the framework of the UN Conference on Climate Change (COP 26), a political initiative, the Global Methane Pledge, was announced to reduce global methane emissions in all sectors that emit methane by 30% by 2030 (compared to 2020), which was supported by over 100 countries. This initiative complements the EU policy, concretized through a series of documents, first of all the Strategy for the reduction of methane emissions from 2020 and the proposal for the Regulation of the European Parliament and the Council on the reduction of methane emissions in the energy sector from 2021. The paper analyzes the issue of reducing methane emissions and the existing documents intended to regulate this area, presents ways of reporting, measuring and verifying methane emissions, measures to reduce emissions, and assumes the impact of the aforementioned provisions on the area of Southeast Europe.
