Sažetak
After detailed analyses of labour market in Central and East European countries and Croatia, it is obvious that all of them are facing big unemployment problems on different structural levels. Special problem concerns long-term unemployment both among prime working age population and young people. Unemployment in transition economies is not correlated with strong and generous social unemployment protection, or legal restrictions on firing or hiring employees, as is the case of the EU member countries. Macroeconomic reforms and restructuring have significantly reduced the demand for labour. In contrast to the socialist period, which was characterised by full employment, employees are suddenly faced with competitive and contracting job markets. The legacy of such employment has made it difficult for workers to adapt to changing and increasingly competitive labour markets. The increased competition for jobs and reduced demand for specific skills and training have compelled many to drop out of the labour force prematurely, especially unskilled persons and those with primary or vocational secondary education. Restructuring has dramatically reduced the demand for certain skills, directly impacting the employment possibilities in certain sectors for some groups of workers and challenging others to adapt to the rapidly changing environment. With limited opportunities for retraining, and uncertainties about future job opportunities, many workers have become discouraged and dropped out of the labour force. Others include here those who were registered as unemployed, but whose unemployment benefits have expired. The use of pension schemes to reduce surplus employment and check unemployment growth has provided an incentive for many to leave the formal labour market. According to mentioned structural issues of labour market in selected countries, the main question arising is, how the functioning of labour markets in the region could be improved and what are the hints for policy-makers. The common proposals for cutting the unemployment in all transition economies are to: · ; encourage private sector growth and entrepreneurial climate ; · ; enhance labour market flexibility and mobility ; · ; reduce the costs of firing and hiring ; · ; improve labour force skills and competencies ; · ; stimulate self-employment schemes ; · ; reform local and national labour exchange services. In the same time these are also the basic guidelines that transition countries should implement considering the structural policy before joining the EU.
