Sažetak
Croatian market of medicines is constantly growing. The population’s life expectancy increases, living standards are getting higher, and pharmaceutical products’ demand is growing. The implications of an aging population and the increase in medicines’ consumption are becoming increasingly apparent in health care costs and represent a burden to the health care system. This study identifies institutional mechanisms that directly enable the health care system and the state insurer to reduce prescription medicines’ prices. It also analyses such mechanisms’ effectiveness by reviewing the average prescription The first part of the study identifies and describes two annual price adjustments carried out by the insurer. The first adjustment is an annual international price adjustment (Annual calculation of the maximum permitted wholesale prices of medicinal products) comparing prices of the same medicine in Italy, Slovenia, and the Czech Republic or Spain and France. The second adjustment is the adjustment of medicine prices within reference groups and subgroups. Medicine prices are compared within the same therapeutic groups or subgroups (The harmonization of prices of medicinal products dispensed on the Fund’s prescription). The second part of the study examines the Croatian Health Insurance Fund’s annual reports in the last five years. It compares the relationships between the total funds spent on prescription medicines and the total number of issued prescriptions. The analysis results show the average price of a prescription in the monitored period and conclude the institutional measures’ effectiveness. price in the past five years, from 2015 to 2019
