Sažetak
Health care system in Croatia has the commitment to promote the quality of life and make conditions for preserving and improving the health of each individual and the entire population. The Ministry of Health of the Republic of Croatia is a state administration body with the task to work on the improvement, protection and promotion of citizens’ health. Most of its activities the Ministry of health carries out through Croatian Health Insurance Fund, Croatian Institute of Public Health, HTA Agency, and Agency for Medicinal Products and medical Devices. The Croatian Health Insurance Fund (CHIF) is a public institution with legal entity - rights, obligations and responsibilities defined by the Law. The Ministry of Health monitors the legality of work. The framework of mandatory health insurance provides around 4.3 million insured persons (more than 99. %) and accordingly, the framework of additional health insurance provides around 2.5 million insured persons. Total cost of medicines consumes about 20 % of the Croatian health care budget the drug consumption in the period 2009 - 2014 is growing at a rate of 3 % per year. The financial average of the hospital drug consumption is 27 % of the total cost and it includes expensive drugs and orphan drugs the amount of OTC drugs covers about 22% of consumption CHIF covers 88 % of all the prescription drugs. The Croatian Government adopted the 2015 the National Reform Programme. A brief outline of the measures: 1. improving expenditure control on the hospital system, 2. the new system of contracting hospital health care, 3. the National Plan of the Hospitals Development, long-term planning and execution in stages, 4. new model of hospital management, 5. e-Health, 6. common public procurement, 7. strengthening the role of primary health care, 8. the Human Resources Management.
