Sažetak
If former seafarers alter their course and become teachers in MET institutions they leave their familiar environment and step into a different setting, which requires certain adjustments. Effective teaching strategies depend on the qualified individuals whose competences have to comply with the STCW Convention and on their level of engagement. The STCW Convention established a Code that contains the mandatory Part A (Sections A-I/6 and A-I/8) and Part B (Sections B-I/6 and B- I/8). According to the STCW Regulation I/6 “Each Party shall ensure that: the training and assessment of seafarers, as required under the Convention, are administered, supervised and monitored in accordance with the provisions of section A-I/6 of the STCW Code.” Although it is repeatedly stated in the STCW Code that instructor, supervisor and assessor need to be properly qualified, the evaluation of competence and the precise roles of these three involved actors are not clearly defined. It is on each Party to the Convention to decide whether they undergo the training and evaluation process for their respective functions. In the Part A of the STCW Code it is set forth that the relevant IMO Model Courses may be helpful in the course preparation. They help better implement the demands set by the STCW Convention. Each contributor engaged in the maritime education and training can simply stick to the basic requirements to keep their positions in MET institutions. However, academic community should constantly seek improvement. Hence, MET instructors/supervisors/assessors should strive to improve themselves professionally and therefore could attend IMO model courses or use other means that would help them build upon their knowledge and skills. This article presents the experience of 113 respondents in 26 countries that provide maritime education and training and gives further recommendations to improve the training process in general. The data were collected by means of a questionnaire. The main focus was on IMO Model Courses, Assessor’s and Supervisor’s training and qualifications.
