Sažetak
The study aims to investigate how cultural heritage is discussed in policy reports produced for the purposes of securing EU funds and competitively joining various network activities within the context of the European Union. More precisely, we analyse the policy documents of seven of the largest urban centres in Croatia entitled “The development strategy of urban agglomeration” (DSUA), employing qualitative content analysis (QCA) and discourse analysis (DA). We discuss how the cultural heritage is used in the function of tourism, regarding the current development of tourism and cultural heritage on one side, and the problems and barriers that prevent better valorisation of cultural heritage on the other side. In particular, the research answers the following research question: does the DSUA provide a new policy measures and a new management approach to cultural heritage in Croatia?
