Sažetak
The paper reconstructs reform of rules of a parliamentary elections for the Croatian Diet in 1875 and reforms of rules of elections for the city councils and mayors in the Croatian Township Act of 1881. The aim of the paper is to analyses discrepancies between liberalism and democracy in the respective reforms, in particular in regard the voting rights for women and the issue of general suffrage.
