Sažetak
In the policy discourse on cultural heritage, or even cultural policy in general, identity is more common concept than belonging. Identity is understood as an everyday concept that has infiltrated our common understandings in the Western world, particularly with the rise of possessive individualism (MacPheason, 1962). As such, identity has evolved into a powerful tool in political claims and contestations relating to strategies of power, recognition, representation and redistribution. However, identity is concept that is more related to the static being failing to grasp the becoming as a process that opens up the potential for change and transformation as well as the recognition of practice and agency. And this is where we turn to belonging as a more recent concept that is not common to the language and practice of cultural policy, yet it is fundamental to key concepts that define cultural policy – belonging is embedded in cultural citizenship, in cultural rights, in social inclusion, in civic empowerment, in accessibility, etc.
